Ukraine has signed a major defense accord with France to acquire up to 100 Rafale fighter jets along with other military hardware, marking a significant boost to Kyiv’s capabilities amid its ongoing conflict with Russia. The agreement was signed on Monday during Ukrainian President Volodymyr Zelensky’s visit to Paris with French President Emmanuel Macron.
Under the letter of intent, delivery of the Rafale jets is expected over a 10-year horizon, though production of associated drones and interceptor systems is scheduled to begin before the end of this year, according to President Macron. The Rafale, Dassault Aviation’s flagship multi-role fighter, is designed for a range of operations including air superiority, reconnaissance, anti-ship strikes, and nuclear deterrence.
The announcement comes at a challenging time for Ukraine. Recent weeks have seen setbacks due to a domestic corruption scandal, intensified Russian attacks on key cities such as Pokrovsk, and ongoing aerial strikes across Ukrainian territory. Macron acknowledged the difficulties, stating, “Russia alone is making the choice to continue this war and to intensify it,” and accused Moscow of having an “addiction for war.”
Macron expressed hope for a resolution to the conflict before the end of his presidential term in 2027, emphasizing the need for a “regeneration” of the Ukrainian armed forces to ensure they can deter future Russian incursions. Zelensky, meanwhile, has already signed a separate letter of intent to acquire 100 to 150 Swedish Gripen fighter jets, indicating a broader strategy to modernize Ukraine’s air capabilities.
The Rafale, French for “gust of wind,” has a long operational history, having been deployed in conflicts in Afghanistan, Mali, Libya, Iraq, and Syria. However, the aircraft’s reputation suffered a blow when Pakistan reportedly shot down at least one Rafale during the May 2023 conflict with India, raising questions about its combat performance. Despite this, France and Ukraine view the acquisition as critical to strengthening Kyiv’s defense posture and deterring further Russian aggression.
The accord also reflects France’s ongoing commitment to support Ukraine politically and militarily amid the protracted war, sending a strong signal to Russia and reinforcing Ukraine’s strategic alliances in Europe. Analysts suggest that the deal will not only modernize Ukraine’s air force but also integrate advanced European technology into its broader military capabilities.
