Afghan Taliban Minister to Visit India for First Time

India is preparing for a potential visit by Afghan Taliban Foreign Minister Amir Khan Muttaqi after the United Nations Security Council Committee temporarily lifted his travel ban, a development confirmed by India’s foreign ministry on Friday. The exemption would allow Muttaqi to travel to India between October 9 and 16, marking what could be the first official visit by a senior Taliban leader since the group regained power in Afghanistan in 2021.

Since the Taliban’s takeover following the withdrawal of US forces after 20 years, India has navigated a cautious relationship with Kabul. Historically, India and Afghanistan maintained strong ties, particularly when the Taliban were not in power, but New Delhi has been careful to balance its humanitarian engagement with geopolitical concerns. The potential visit signals India’s willingness to engage diplomatically with the current Afghan administration, especially on issues of regional stability and humanitarian cooperation.

Muhaqqi is among several Taliban leaders under UN sanctions, including travel restrictions and asset freezes. Such temporary exemptions are occasionally granted to facilitate diplomatic talks and coordination on pressing regional matters. India has previously provided assistance to Afghanistan, including relief efforts following a major earthquake on August 31.

A spokesperson for India’s foreign ministry noted that the government has been in ongoing communication with the Taliban administration in Kabul but did not explicitly confirm that the visit would take place. The visit, if realized, would offer an opportunity for dialogue on humanitarian aid, counterterrorism, and broader regional security issues, while also underscoring India’s pragmatic approach toward the evolving Afghan political landscape.
